Solid Waste Management

Tehama County and the cities of Red Bluff, Corning and Tehama manage solid waste through a combination of government agencies and contracts with private companies. The following are involved with solid waste in Tehama County:

TCSWMA

Tehama County Solid Waste Management Agency (TCSWMA) The TCSWMA is a joint powers authority (JPA) comprised of the County of Tehama, and the cities of Red Bluff, Corning and Tehama.

Effective July 1, 2015, the Tehama County Sanitary Landfill Agency was consolidated into Tehama County/Red Bluff Landfill Management Agency and renamed the Tehama County Solid Waste Management Agency.

Tehama County/Red Bluff Landfill Management Agency (TCRBLMA)- The TCRBLMA is a joint powers authority (JPA) comprised of the County of Tehama and the City of Red Bluff. The TCRBLMA oversees the daily operation of the Tehama County/Red Bluff Landfill and the facilities on site, such as the Material Recovery Facility. The Tehama County/Red Bluff Landfill Management Agency contracts with Waste Connections, Inc. for the operation of the Tehama County/Red Bluff Landfill and Material Recovery Facility. The current operations agreement began March 1, 2014 and will expire on February 8, 2024. The TCRBLMA is also responsible for maintaining permits and monitoring environmental compliance at the Landfill. 

"The mission of the Tehama County/Red Bluff Management Agency is to provide integrated, cost effective, and environmentally sound solid waste management that conserves natural resources, meets state and federal regulations, and sustains the environment and the quality of life for residents in the County of Tehama."

The TCRBLMA is managed by Kristina Miller, who reports to the Agency Board of Directors (members of the Tehama County Board of Supervisors and Red Bluff City Council). Independent audits of the TCRBLMA's financial statements for fiscal years July 1, 2009 - June 30, 2010July 1, 2010 - June 30, 2011July 1, 2011 - June 30, 2012, and July 1, 2012 - June 30, 2013 are available for online viewing.

Tehama County Sanitary Landfill Agency (TCSLA)- The TCSLA is a joint powers authority (JPA) comprised of the County of Tehama, and the cities of Red Bluff, Corning and Tehama.

"The mission of Tehama County Sanitary Landfill Agency is to foster a sense of responsibility and inspire action by Tehama County residents to reduce solid waste being landfilled through innovative leadership and effective grant and outreach programs. The Tehama County Sanitary Landfill Agency will provide financially stable and fiscally responsible management of closure and postclosure activities of the Tehama County/Red Bluff Landfill to protect public health and the environment in the County of Tehama."

The TCSLA oversees requirements of California Assembly Bill 939, which includes the 50% diversion required of all California jurisdictions. Tehama County waste diversion statistics and its waste profile is provided by the California Department of Resources Recycling and Recovery (CalRecycle).  The TCSLA also applies for grants on behalf of member jurisdictions, including recent grants for used oil, household hazardous waste, waste tires and beverage container recycling. The TCSLA also maintains a trust fund to pay for costs associated with landfill closure and postclosure maintenance activities.

The TCSLA is managed by Kristina Miller, who reports to a five-member Board of Directors comprised of elected officials from each jurisdiction and a citizen-at-large. GreenWaste of Tehama/Waste Connections, Inc. (GreenWaste)- GreenWaste currently holds contracts for operation of the Landfill as well as residential and commercial collection contracts for the County of Tehama, which includes the City of Tehama (County of Tehama and Waste Connections, Inc. Contract ), and the city of Red Bluff (City of Red Bluff and Waste Connections, Inc. Contract ). GreenWaste also operates the transfer stations in Manton, Mineral and Paynes Creek. Depending on the specific contract, GreenWaste reports to the TCRBLMA, the County of Tehama or the City of Red Bluff. To reach the GreenWaste landfill operation, call 530-528-1102. Corning Disposal/Waste Management, Inc. (Corning Disposal)- Corning Disposal currently holds a contract (City of Corning and Waste Management, Inc. Contract) for commercial and residential collection with the City of Corning. Corning Disposal reports to the City of Corning and can be reached at 530-824-4700.

Tehama County Environmental Health Department (Environmental Health)- Environmental Health is the Local Enforcement Agency (LEA) for solid waste in Tehama County. Environmental Health conducts routine inspections at solid waste facilities in accordance with federal, state and local regulations. Adverse findings are reported to the California Integrated Waste Management Board (CIWMB). The department is managed by Tim Potanovic. Allan Fleming is the Environmental Health Specialist for solid waste issues. Both can be reached at 530-527-8020.

Tehama County Administration and Board of Supervisors (County)- The County reviews and approves plans for solid waste programs that directly affect the unincorporated portion of the county. This includes collection and transfer station contracts with GreenWaste of Tehama. The County also owns some of the current transfer station property and jointly owns with the City of Red Bluff the property which holds the Tehama County/Red Bluff Landfill. The County Board of Supervisors meet on Tuesdays throughout the year. Agendas for regularly scheduled meetings are posted online (Board Agendas) or at the Tehama County Courthouse Annex.

City of Red Bluff- The City of Red Bluff reviews and approves plans for solid waste programs that directly affect the incorporated city. This includes collection contracts with GreenWaste of Tehama. The Red Bluff City Council meets on Tuesdays throughout the year. Agendas can be viewed outside Red Bluff City Hall.

City of Corning- The City of Corning reviews and approves plans for solid waste programs that directly affect the incorporated city. This includes collection contracts with Corning Disposal. The Corning City Council meets on Tuesdays throughout the year. Agendas can be viewed outside the Corning City Hall.

City of Tehama- The City of Tehama reviews and approves plans for solid waste programs that directly affect the incorporated city. This includes collection contracts with GreenWaste of Tehama. The Tehama City Council meets throughout the year. Agendas can be viewed outside the Tehama City Hall.

Tehama County Solid Waste Local Task Force (LTF)- The LTF is comprised of concerned citizens that meet quarterly to discuss Tehama County solid waste issues. The LTF is always looking for concerned citizens to be on the LTF. Call Kristina Miller at 530-528-1103 if you are interested in this rewarding and unpaid position.

Other County Departments- Issues related to solid waste are periodically discussed by other Tehama County Departments, including Air Pollution Control, Auditor-Controller, County Counsel, Planning and Public Works.

Other State Agencies- Several state agencies regulate or provide assistance to the TCSLA and the TCRBLMA, including the California Department of Resources Recycling and Recovery (CalRecycle), California Regional Water Quality Control Board and California Department of Toxic Substances Control, to name a few.
